Real answer: Genetically the offspring of each twin and its respective partner would be half siblings, relationship co-efficent (r) of 25% (how related their genetics are). True siblings have r = 50%, First cousins have r = 12.5%. Most laws prohibit relations where r is above 12.5%. So still illegal.
